摘要: Until recently children and families only played a marginal role in welfare politics. Prior to this shift within the political sphere, main focus was placed upon protecting (male) workers against risks associated with industrial work: old age, sickness, occupational accidents unemployment. Women were protected indirectly by provision offered male breadwinner. Choices involving structure of family rearing considered private matters. As consequence, developed states, lion’s share social spending dedicated pensions health, while budget that spent on represented sum.
