Fluctuating Fisheries in Africa's Inland Waters: Well Adapted Livelihoods, Maladapted Management

摘要: This paper evaluates evidence that fish stocks in Africa's inland waters are climate-driven and cannot be stabilized by conventional fisheries management measures. We draw on published material our own recent on-going research Lake Chad the East African Great Lakes area to propose fisherfolk's livelihood strategies well adapted both seasonal inter-annual climate-induced fluctuations. argue current State-led fails recognize signific ance of these fluctuations, nature rationality fisherfolk's' responses them. State ther efore potentially or actually undermines fisherfolk have evolved cope with benefit from fluctuating resource availability. conclude a discussion how could adapt support, rather than hinder, adaptations base, such needs based fuller understanding 's systems.
