摘要: Techniques used to create and assess a variety of year 2000 joint land use highway network patterns for Prince William county, Virginia, are described. The assessment has been done mainly in terms travel related impacts. impacts include the overall cost travel, congestion levels, fuel consumption, air pollution emissions. Volume capacity ratios on each link county were also estimated. A sketch-planning procedure called Technique Optimum Placement Activities Zones (TOPAZ) was allocate expected future activities 11 districts so as minimize cost. Travel then analyzed more depth through separate detailed models included model Transportation Integrated Modeling Systems (TRIMS) by Metropolitan Washington Council Governments. results these efforts led several preliminary conclusions concerning not only techniques themselves but their place comprehensive planning process: (a) residents will be faced with an increase costs no matter which reasonable alternatives implemented; (b) most ambitious improvement program reduce about 9 percent, proper organization this additional 6 percent; (c) changes external factors, such population price can have substantial those created new construction county; (d) although TOPAZ supported County effort, it had relatively little direct impact decision makers, probably because at time when citizens local elected appointed officials began examine draft plan.
