摘要: With recent changes in its political leadership and a currently disappointing economic performance, the Soviet Union appears to need new initiatives. However, leaders have so far found it difficult move from centralized, branch-planned economy bequeathed by Stalin, such policy developments as occurred operated within constraints of that system. For some years politicians emphasized traditional 'extensive' modes growth, based upon abundant cheap material labour resources, more 'intensive' forms, stressing conservation reduction waste. This turn has led search for ways encouraging branch ministries cooperate together, co-ordinate their activities than hitherto. One important means achieving this is through 'territorial planning', disparate set measures focused regional locational issues designed introduce horizontal dimension into predominantly vertical structure decision making control. The paper reviews territorial planning at different levels hierarchy-national (all-Union), republican local-and discusses major problems form planning. It concluded that, given economy, unlikely fulfil hopes leadership, thus, further initiatives are be expected future.
