摘要: Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. primarily target emitting generators, but have also included renewable such as wind generators. States cite several reasons why they considered policy option of including generators cap programs: provide an incentive for lower-emitting generation, achieve reductions non-capped pollutants, gain local economic benefits associated with energy projects. The U.S. Environmental Protection Agency notes these rationales considering this alternative, National Association Regulatory Commissioners (NARUC) passed a resolution supporting inclusion programs. This report explores states consider option, what participation could mean how can most effectively be state, federal, regional
