摘要: Governments worldwide have faced computer security challenges. These challenges are serious in a context where there is an absence of appropriate organizational and institutional structures to deal with incidents. But more important which agency or agencies should be given the responsibility for security, point that some national leadership designated ensure will receive government-wide attention. Therefore, sectors lead assess reliability, vulnerability, threat environments infrastructures employ protective measures responses safeguard them.The ITU has already proposed whole process developing implementing Cyber plan [1].
