摘要: Controversies over distribution of access rights are a distinctive feature fisheries management. Who should be the beneficiaries and what relevant criteria for awarding such benefits? We find it rather surprising that principled management debates on social justice so rare. equally perplexed little attention is paid to issues within science research. In this article we try remedy this, first by outlining some arguments in literature demonstrate their relevance governance. Second, establishment particular allocative mechanism — so-called quota ladders - Norwegian used as an example how different conceptions can applied concrete settings. argue much would gained if debate among involved stakeholders occurred prior actual allocation process; agree general rules with regard constitute socially just rights. fact, believe issue participatory decision-making through devolvement authority responsibility stakeholder groups, which now agenda many countries, easier realise contract were established at root.
