摘要: Abstract. In integrated river basin management, measures for reaching the environmental objectives can be evaluated at different scales, and according to multiple criteria of nature (e.g. ecological, economic, social). Decision makers, including responsible authorities stakeholders, follow interests regarding scales. With a bottom up approach, multi assessment could produce outcome than with top down approach. The first assigns more power local community, which is common principle IWRM. On other hand, development an overall catchment strategy potentially make use synergetic effects measures, fulfils cost efficiency requirement scale but compromises interests. Within joint research project 5500 km 2 Werra in central Germany, have been planned reach European Water Framework directive (WFD) ecological continuity nutrient loads. main evaluation were costs implementation, reduction nutrients, benefit social acceptance. multi-criteria strategies showed compensation between positive negative performance within catchment, end reduced discriminative strategies. Furthermore, are partially computed whole only. Both load show upstream-downstream opposite direction. principles "polluter pays" "overall efficiency" followed losses when financial compensations upstream downstream users made, similar concepts emission trading.
