摘要: This article examines policy transfer as an important mechanism for change in oceans governance. Since it entered into force 1994, the Law of Sea Convention (LOSC) has obligated signatories to demonstrate that they can effectively manage resources within their Exclusive Economic Zones (EEZs). focuses primarily on Australian response fulfill its obligation LOSC through development Australia’s Oceans Policy (AOP), and key components Canadian New Zealand ocean initiatives. argues that government officials (or civil servants/bureaucrats) were essential agents who formed networks contributed successful management.
