摘要: In South Africa, as fisheries management continues to move through a transformation process, it is confronted with myriad of uncertain scenarios which have the potential jeopardize its objectives. One such situation, has proved be threatening sustainable utilization marine resources, illegal exploitation. recent years, Africa witnessed an increase in poaching activities, particular emphasis on lucrative abalone industry. This fishery existed successfully for almost 50 average annual catch past 10 years 615 tonnes. Dramatic cuts total allowable since late 1996, up 90% reductions key areas, placed long-term sustainability question. A criminological study community where both legal and industries are centred clearly illustrated severity complexity problem. Negative ramifications spread several spheres, incorporating environmental, social, economic, political dynamics. From perspective community, rife, this highlights impact had local level, representing significant obstacles successful management. The de-legitimization regulations, mistrust corruption authorities, bitter often violent conflict between resource users increased fear within exacerbate challenges cooperative structures. Although there been historic reliance law enforcement crime control address problem exploitation, recognized that shift governance needs take place.
