摘要: L'action humanitaire est associee a la fourniture d'une assistance exterieure en temps de crise. Le « nouvel agenda » fait valoir aue ce type d'action impropre combattre maniere adequate les causes profondes des crises. devrait plutot etre orientee vers le developpement. Tel principal objectif du Nouveau Partenariat pour developpement l'Afrique (NEPAD). De nombreux obstacles potentiels pourraient empecher l'initiative realiser son regeneration continent. Celle-ci represente neanmoins quelque chose d'unique, et merite donc l'attention – c'est une initiative d'inspiration africaine, qui tente d'imposer aux Africains necessite veritablement reconnoitre leurs responsabilites l'egard concitoyens
