Global Governance, neoliberalism and national responses: The case of Bangladesh’s ready‐made garment (RMG) sector

摘要: From development perspective, this article defines Global Governance (GG) as a set of three global‐level systems, institutions, and processes that interact manifest at the country level influence policies relating to well outcomes. The key GG components are: (i) International Trade Investment (ITI) systems provide foreign investment capital thus promote economic growth; (ii) internationally agreed United Nations Development Agenda (UNDA), 2015‐2030 Sustainable Goals (SDGs) include, inter alia, inclusion, equity, sustainability parameters development; (iii) advocacy by international non‐government organizations (INGOs) for human rights social justice. Depending on government priorities their state governance, countries respond in varied ways. By focusing Ready Made Garment (RMG) sector Bangladesh paper examines relationships between dynamics GG/country‐level interface responses policy outcomes, contexts country's overall political, social, governance arrangements. It shows how over‐reliance financing deregulated regime – hallmark neoliberal arrangements undermines incorporation SDGs’ INGO equity principles, contributing biased yielding unequal concludes while GG/Country offers both opportunities risks, way minimize risks maximize gains would include among other things, giving voices citizens through strengthening democracy, introduction compliance provisions implementation SDGs UN Codes Conduct Businesses. article, however, cautions so long prioritize growth dominant goal ‘development’ over environmental nourishment adopt growth, inequity is unavoidable, if not inevitable therefore, forward shift focus from economy society build ‘good society’ one nurtures sustains itself values empathy, justice, prosperity which institutions strategies including those contribute are organized such these complement do compromise evolution societies.
