摘要: Abstract The development planner must often face complex problems with multiple, conflicting objectives. Goal programming provides a general methodology for solving such problems. tool is applied here to aid in the selection of rural road projects Indonesian Rural Works Program. Selection criteria are formalized into set nineteen goals which form basis goal model. Changes priority levels and weights used analyze respective effects upon spatial distribution investments. approach applicable wide range variety sensitivity analyses. Despite clear advantages, several drawbacks be noted. First, application methodology, given its degree sophistication, limited central decision making unit has access appropriate software. Second, technique assumes that ability formulate alternative actions consequences quantifiable expression.
