摘要: Despite constitutional obligations to provide clean water all citizens in South Africa, access and related services remains highly contested. The discord between promises lived realities of access, particularly through national infrastructure, provides a platform on which examine Foucauldian notions biopolitics, the control populations technologies governing. Drawing situations residents rural Vhembe district north eastern corner country, I how individuals conceptualize relationship that exists citizen state responsibilities each post-Apartheid Africa as it relates access.
