The militarisation of cyberspace: Why less may be better

摘要: Cyber security is seen as one of the most pressing national issues our time. Due to sophisticated and highly publicised cyber attacks, it increasingly framed a strategic-military concern many states have or at least want acquire offensive “weapons”. The aim this paper show that particular ways framing threats are not only matter choice but also come with political social effects. Focusing on aspects means subjecting rules an antagonistic zero-sum game, in which party's gain another loss. This invokes enemy images even though there no identifiable enemy, centres too strongly measures instead economic business solutions, wrongly suggests can establish control over cyberspace. creates unnecessary atmosphere insecurity tension international system - based misperceptions nature level risk feasibility different protection world characterised by complex, interdependent risk.
