摘要: This paper reviews the development of health impact assessment (HIA) in New Zealand to reveal factors which inhibited its effective institutionalisation until recently. It considers how differing views HIA have affected process, and assesses longer-term prospects for policy- project-level assessments. There is lack a clear statutory mandate considering impacts under Resource Management Act, although closely related risk assessments been carried out other legislation, including Biosecurity Act. Consequently, different understandings nature purpose developed, associated with practitioner communities, often operating isolation from practitioners wider community.
