摘要: Indicator systems can improve water governance by integrating and simplifying data on resources. However, to our knowledge, no indicator have been comprehensively assessed against the framework within which they operate. We assess policy relevance of Freshwater Health Index (FHI) frameworks Lao PDR, Cambodia, Viet Nam. These were chosen because FHI has applied transboundary Sesan, Srepok, Sekong (3S) river basin, traverses three nations. conduct an institutional analysis, assessing indicators each nation’s relevant laws, plans, policies strategies, as well international agreements. The varied in their alignment with 3S’s framework. Ecosystem Vitality indicators, measure environmental health, tended show a greater than Service indicators. Governance Stakeholders aspects system, highly relevant. Comparing 3S assessment results provided case for delivering flows headwater reforestation, improving biodiversity protection fish passage. generally close metrics shows that is policy-relevant tool.
