摘要: Abstract Thos article argues that granting citizenship rights to the minorities cannot help instil a sense of confidence in them participate as equal citizens public sphere. Rather state has create necessary conditions both through institutional mechanisms well creating democratic and egalitarian environment where those can be enjoyed. A liberal democracy accommodate individual group allow for legal pluralism by desisting from imposing any law result loss identity minority group. But at same time is ensure are not jeopardised while safeguarding rights. If particularistic demands do conflict with basic liberty dignity, they should accommodated within universalistic framework citizenship.
