摘要: In essence, terror attacks are communicative events. From the perspective of political leaders, challenge is to make sense event by explaining what has happened, who behind attack, most appropriate response, and how move forward. Adding difficulties fact that leaders have communicate in a highly mediated environment. this article, we explore Norwegian government’s crisis communication terrorist Oslo on island Utoya July 22, 2011. We do so applying model framing. According model, be able select frames reinforce each other match media coverage. The study proved managerial, responsibility cultural congruence central. Moreover, demonstrated produced certain type news coverage characterized high levels descriptive journalism, which, combination with issue episodic framing, supported strategy.
