摘要: Emergency alternative evaluation (EAE) is crucial to improve emergency management performance, which considered an important factor in achieving sustainable development. This paper proposes integrated fuzzy method deal with the EAE problem. The existence of information uncertainties and decision-makers (DMs) psychological behavior are due complexity environments. By utilizing trapezoidal intuitionistic numbers depict fuzziness uncertainty information, prospect theory developed portray DMs’ heterogeneous convert initial decision matrixes into matrixes. A thermodynamic approach that comprises operations on entropy, energy, exergy introduced maximize use decision-making determine each criterion weight value, assess quantity quality. Trapezoidal Choquet integral operator weighted averaging presented integrate overall value alternative. score function risk attitudinal parameter DMs obtain final ranking order alternatives. multi-step framework solution procedure then presented, illustrative case study followed investigate problem by selecting a provincial highway department China, confirms practicability our proposed approach.
