摘要: Abstract The lack of a strategic planning to order defined marine territory may result in patchwork overlapping policies, sometimes reinforcing the legislation, but contradicting it. In Brazil, Integrated Coastal Zone Management (ICZM) and Marine Protected Areas (MPAs) policies have been implemented management, however, an independent way. This article presents State Sao Paulo (Southeast Brazil) analyses their implementation process, symmetry integration between them. analysed were Plan for Coast. Four main procedures conducted: 1) historical survey legal establishment; 2) analysis criteria used determine zonings, 3) production maps identify zonings overlaps and; 4) stage by comparing accomplished with proposed planning, management conservation (MPMC) frameworks. It was observed that not fully yet, such as plans monitoring programs, accomplishing only basic recommended MPMC zonings' mainly derived from political-economic interests at expense ecological features. Asymmetry little verified. resulted MPAs being ruled part ICZM policy. A wider Ecosystem-based Spatial Planning strategy (EBM-MSP), supported committee integration, could sew this “blue patchwork”, considering multiple uses fostering full implementation. To achieve coherence on decision-making policies' instruments should be founded ecosystem-based governance mechanisms representatives' parity. Future studies advance investigating stakeholders' dynamics zoning towards sustainability ecosystems services.
