摘要: Health workforce needs have moved up on the reform agendas, but policymaking often remains 'piece-meal work' and does not respond to complexity of health challenges. This article argues for innovation in healthcare governance as a key greater sustainability human resources. The aim is develop multi-level approach that helps identify gaps improve policy interventions. Pilot research into nursing medicine Germany, carried out between 2013 2015 using qualitative methodology, serves illustrate systems-based weaknesses. Three explorative cases address major responses shortages, comprising migration/mobility nurses, education, gender-sensitive work management hospital doctors. findings lack connections transnational/EU organizational governance, national local levels, occupational sector organizations/hospital professional development. Consequently, innovations need get transformative potential help closing existing governance.
