Ambition in the making: analysing the preparation and implementation process of the Nationally Determined Contributions under the Paris Agreement

摘要: Nearly all the world’s governments have prepared and submitted their Nationally Determined Contributions (NDCs), setting out climate pledges under 2015 Paris Agreement. These NDCs are to be regularly updated, many countries expected submit a new NDC in 2020. While several studies assessed content potential impacts of NDCs, this article focusses on preparatory process asks question: what conditions can develop that sufficiently ambitious contribute fulfilling Agreement goals? For some countries, particular developing nations emerging economies, preparing implementing presents challenges terms political support; financial, human technical resources; analytical capabilities. With view improving future provides insights from first round NDCs. Using results four surveys carried 2015, 2017 2018 targeting government representatives other stakeholders primarily finds preparation contributed positively national policy processes. example, it raised awareness preparedness for policies across various ministries agencies.
