摘要: In recent years, the power sector in several developing countries has suffered from a frustrating gap between strong, pro-reform rhetoric at political level, and weak, hesitant implementation of reform measures on ground. Focusing experience India, this paper looks afresh problem “rhetoric-implementation gap” by taking lack will as its starting point, identifying ingredients that comprise it current context India.
