摘要: Science policy is not just about research and development. To have meaning in a connected world, it must encompass the entire science technology system, system which includes generation of S&T knowledge, its transmission use. As with any actors their interactions, objectives are to make function better so that can convert ideas into more wealth jobs, quality life for people society.
