摘要: This report describes an action-research project which contributed to mobilizing a community respond homelessness in large Southern California city. The involved collaboration among city-sponsored Task Force, grass-roots coalition, and university. core was needs assessment served as basis for advocacy by the Force coalition of service providers citizens. Empirical findings are reported along with political impacts including ultimate fate recommendations adopted city government. An analysis factors constraining policies relating at level mid-size municipalities suggests that strategies must link local efforts regional, state, and/or national levels be effective. conclusion, if valid general, has significant implications theory practice psychology.
