摘要: Solar Photovoltaic (PV) electricity systems are part of Australia's energy supply matrix. In the case New South Wales (NSW), state government has had to deal with a complex policy problem. order play its role in federal Small-scale Renewable Energy Scheme, NSW initiated 7 year Bonus Scheme 2010. However, attempting maximise community investment small-scale solar PV systems, it relied on faulty financial modelling that applied generous Feed-in Tariff (FiT) and underestimated level investor participation installed capacity. Consequently, scheme resulted very high public costs will require changes bring investors retailers into conflict, unpopular retail price adjustments. This paper uses structured stakeholder analysis critically analyse FiT policy, while also highlighting important lessons for policymakers engaging design.
