摘要: In this paper we examine the endogenous stratification problem in evaluation of DSM programs and determine appropriate weighting necessary for consistent estimation. Both complexity number alternative create need a careful statement problems solutions. We two commonly occurring situations: pure participation models net conservation. A hypothetical numerical example is presented to help elucidate concepts, data from program sponsored by large U.S. utility used effect weighting. both actual programs, severe biases resulted when unweighted was used. 5 refs., tabs.
