摘要: An emerging topic in current climate negotiations is the political momentum for recognising adaptation to change as a crucial part of comprehensive policy. However, there are number arguments and doubts raised by politicians, negotiators environmentalists alike with regard necessity implementing parallel mitigation. The first aim this article analyse possible contradictions synergies between these two strategies implications developing countries sustainable development targets. We then use Vietnam case study demonstrate how integrate mitigation that can provide additional benefits social welfare. This empirical analysis provides basic understanding address thorny questions nascent process designing public policy Vietnam.
