摘要: Catchment management seeks to influence social, institutional and ecological processes to achieve sustainability goals relating to the quality and ecological health of waterways. In Australia, this involves developing plans that identify management actions required to make progress towards sustainability goals. However, there is frequently a mismatch between the technical understanding of management actions required, and their enactment in practice. This can lead to an ‘implementation gap’in translating knowledge into action. A key reason for this is poor understanding of social and institutional factors that affect implementation of management plans. Therefore this paper aims to unpack these social and institutional conditions, capacities and constraints for a particular environmental management issue: diffuse waterway pollution.
