摘要: In a recent proposal submitted to NERC, members of SMRU and SCOS put forth the best solution to the fundamental problem confronting many longterm, population monitoring studies: The fact that monitoring a single component of the population ultimately leads to unreliable conclusions about its current and future state. We proposed the independent collection of calibration population data and the use of state-space models that have been developed specifically to deal with partially observed systems. In this briefing paper, we present the proposal and some of the criticisms levied against it.
