摘要: Due to sea-level rise, coastal communities have experienced increased nuisance flooding and associated travel delays during periods of high tide. Most past studies estimating the delay experienced by commuters during flood events used modeled data and lacked focus on the growing threat of nuisance flooding. This study utilized crowdsourced data from Waze, which includes reported time and location of street flooding as well as detailed traffic congestion data, to identify flooded streets in Norfolk, VA, USA, and estimate travel delays due to flooding. Results of the analysis show that during the nuisance flood hours in 2019, the vehicle hours of delay increased by 140% compared to non-flood days. The 17 days with nuisance flooding in 2019 added 13 minutes to a commuters travel time, which was twice the delay during the equivalent number of non-flood days.
