International competition: Conflict and cooperation in government export financing

But they are also partners, limiting their rivalry by coordinating terms and conditions of support, sharing information on borrowers, and cofinancing projects. This chapter briefly reviews traditional export credit support in areas governed under the Organization for Economic Cooperation and Development (OECD) Arrangement, examines at greater length the diverging export financing practices in areas not presently regulated, and concludes with recommendations for US policy in areas where export financing practices presently differ (see table 8.1). 1 At the outset, it is important to recognize that debate over the role of government in export financing rests on differences in views on the
