摘要: In the first quarter of 2015, Mexico joined four other countries and the European Union in announcing its Intended Nationally Determined Contribution (INDC)—that is, its proposed international commitment for addressing climate change after 2020. Mexico’s INDC includes components designed both to mitigate Mexico’s future contribution to climate change and to reduce its vulnerability and improve its capacity to adapt to climate change impacts.The mitigation component makes an unconditional commitment to reduce greenhouse gas (GHG) emissions by 22 percent and black carbon by 51 percent relative to a baseline scenario by 2030, 1 and proposes higher reductions of 36 percent for GHG emissions and 70 percent for black carbon2 by the same year if certain conditions are met.
