As the title says, it is a Guide to the travaux préparatoires of the 1966 Covenant on Civil and Political Rights; as such, and given its comprehensive coverage, this work will likely become indispensable in the hands of all engaged in research on that instrument, whether purely academic, or geared to determining the precise meaning of a word or phrase for litigation or promotional purposes. Regrettably, its price (DFL 475.00; US $210.00; UK£ 167.50) puts the book beyond the range of many legal action groups, let alone individuals.The Guide is also not a book in another sense, in that the author has deliberately withheld including his own opinions. The objective is simply to help users find their own way through the thousands of pages of the travaux.
