摘要: This chapter paints a picture of the political and cultural context of Rwanda and explains how recovery from the civil war in 1994 affects the public management environment today. Surveys of public service workers show results that are similar in some respects to some countries and different from others. Emotive capacity is positively related to personal fulfillment, and authentic emotive performance is positively related to personal fulfillment. The uniqueness of the findings is that, in Rwanda, there is a positive relationship between authentically displaying emotion and the occurrence of burnout, a result that in most countries shows up between pretending and burnout rather than between authentic displays and burnout. Rwanda’s unique constellation of findings likely results from the lasting effects of the civil war and the effort that has been made to restore the nation to vitality.
