摘要: Deliberation and collaborative action are crucial for the creation and recreation of democratic governance (Barber, 1984; de Sousa Briggs, 2008; Follett, 1918/1923, 1925; Gaventa & Barrett, 2010; Kathi & Cooper, 2005; Kemmis, 1990; King & Stivers, 1998; Lindblom & Woodhouse, 1993; Stivers, 1990, 1994; Stone, 2001; Wamsley & Wolf, 1996). Public deliberation and civic engagement hold the potential to overcome the current “dark times" in public administration (Stivers, 2008a), characterized by a heightened sense of fear, a retreat of people into their private spaces, and the concomitant disappearance of the public realm, understood as vita activa (Arendt, 1958).
