摘要: Third-Party Administrators in Public-Private Partnerships: A Multiple Case Study by Beata Ewa Haug MBA, Lakeland College, 2011 BA, 2007 Doctoral Submitted Partial Fulfillment of the Requirements for Degree Doctor Business Administration Walden University December 2015 Abstract Local public agencies turn to public-private partnerships (PPPs) allow greater participation private firms delivering services. In last 25 years, organizations had been reluctant form PPPs with local government because complex procurement processes and bureaucratic business environment. Guided decision theory adaptive systems theory, purpose this multiple case study was identify what information leaders within third-party administrators (TPAs) need regarding contracting process formation PPPs. The data collection consisted face-to-face interviews 4 executive 3 Wisconsin state licensed TPAs examination contracts plan service agreements (PSAs) between agencies. analyzed using Yin 5-step analysis method cross-case analysis. results indicated that TPA must understand collaborative leadership, key players, roles responsibilities, specialized services a PPP; change transfer controlling interest, understanding strengths weakness contract provisions are influence ERISA compliance applicable federal laws critical stipulations consider PPPs; market assessment, health care reform, transparency partners implications social include new insights PPP may enhance effectiveness save taxpayers’ money.Local money.
