摘要: The first U.S. public-private partnerships, or P3s as they are now called, began over 200 years ago. These contractual arrangements between government entities and private companies for the delivery of services facilities have long been used water/wastewater, transportation, urban development, provision social services. And use such partnerships is increasing because provide an effective means meeting public needs, maintaining a high level control, improving quality services, cost-effectiveness traditional methods. Although outsourcing sometimes to accomplish many same goals, likely be solution when funds not available when: • Capital required upgrade infrastructure so achieve lower cost, higher quality, services. • The contract horizon in P3 transaction sufficiently investor/operation recoup investment dollars rate return. • City residents make payments service provided, creating revenue stream profits. • The partner has low cost capital, often attributable largely large sophisticated balance sheet. This article uses examples several recent contracts illustrate their role shifting risk collaboration sectors.
