摘要: Social inequality in resource‐dependent regions is a growing problem. Increasingly both state and private actors are acting as meta‐governors to address the issue. In this article, we focus on housing ‘the canary coalmine’ for broader social inequality. While affordable has been subject of attention urban scholarship, relatively few studies have considered governance rural regions. We report case analysis Gladstone‐Surat Region, traditional agricultural area Australia that experienced dramatic increase due significant coal seam gas development recent years. show networked arrangements delivery were product strategic policy structuring, resourcing, hands‐off framing by government. Private meta‐governance was exercised only relation process management forms meta‐governance, with companies facilitating local ‘arenas’ stakeholder discussion connecting stakeholders synergistic manner. The dynamics case‐study examined demonstrate not just about coordinating mobilising horizontal (e.g., regional) cooperation, but coalescing action within multiscale ‘exogenous’ networks structures.
