摘要: We introduce a side-payment scheme, maximum victim benefit, that promotes ‘stable’ international environmental agreements. In developing this we incorporate the equity position victims of pollution should benefit from control. The result is scheme which picks unique element in core; it maximizes benefits to and ensures polluters are willing join scheme.
