Transformation for sustainable agriculture: what role for the second Pillar of CAP?

摘要: EU agriculture and rural areas face significant medium-term challenges arising from existing ‘new’ sources; as acknowledged in the EU2020 vision. The European Commission has placed emphasis upon innovation a key element achieving transformation, coming decade. Findings recent study for Parliament highlight potential role of Pillar 2 development pro- grammes vehicles enabling innovation. Key roles include supporting knowledge exchange; collaboration; research-into-practice linkages. Effective exchange (KE) is critical element, but KE itself often needed. Collaboration can be valuable fostering cross-sectoral linkages, communities learning show potential. Integration measures tailored packages appears to increase scope Equally important, there vital need policy design delivery, enable cost-effective transformation areas. CAP proposals 2014-2020 make positive contri- bution better promote through 2, room improvement. Models adapted experience commercial organisations are suggested worthy further research.
