摘要: Following two decades of policy change, in 2011 the European Commission tabled proposals for a new ‘reform’ CAP. A major component reform would be revamping existing system direct payments to farmers. For example, 30% spend dependent on farmers respecting greening criteria; and restricted active subject payment cap. These will debated by Council Ministers Parliament throughout 2012, possibly 2013, before final decisions are reached. What aspects, if any, prove acceptable is yet discerned. Although as part financial package, do not appear driven exigency: indeed they seek maintain expenditure status quo. Nor international pressures: anything, backtrack previous attempts bring CAP into conformity with post-Doha WTO Agreement Agriculture. Instead establish partnership between society ‘farmers, who keep rural areas alive, contact ecosystems produce food we eat’ (Cioloș 2011), an attempt justify continuing support.
