摘要: After highlighting the budgetary context and historical trends on funding of CAP, this paper considers contemporary debates about its reform in two ‘historic firsts’. Negotiations multiannual financial framework (MFF) for 2014-20 first time took place tandem with a proposed CAP reform, within broader set by crisis after 2008. Second, new institutional arrangements introduced Lisbon Treaty, which extending co-decision mechanism to potentially has increased influence European Parliament (EP). Indeed dossiers were real test these provide an insight into how structure will work practice. In both cases highlights continuing cleavage among member states stakeholder interests - that maps partly onto gainers/losers division between advocates radical (e.g. UK, Sweden) those who favour retention traditional (such as France, Spain Ireland).
