摘要: Aim of study: The paper explores whether the legislative proposal for EU Common Agricultural Policy (CAP) after 2021 and novelty comprehensive strategic planning at Member State (MS) level can bring about a greener, more multifunctional policy paradigm. While existing research has explored long-term change over entire decision-making process, this study aims to demonstrate usefulness conducting analysis inception procedure.Area applies European Union.Material methods: employs qualitative method analysis, using combination three theoretical frameworks – social learning, path dependency intergovernmentalism. Extensive document in-depth interviews were applied evaluate proposed reform gauge responses key interest groups.Main results: holds potential substantial overall greening but will be strongly dependent on implementation MS level; institutional framework provides space increased environmental ambition, does not guarantee it, as safeguards are too weak.Research highlights: More accountability is required during formulation Strategic Plans. Due strong elements intergovernmentalism, an paradigm shift unlikely. Strengthening role MSs weakening commonality that guarantees least minimal standards.
