摘要: In this paper, we propose a new method of defining rights that may be assigned to the developer transmission expansion project. They include right collect value capacity provided by project as well arising from admittance This approach not only ties allocation actual physical characteristics but also allows such remain independent both order in which projects are treated and any previously allocated rights.
