摘要: In this paper ABARE's Global Trade and Environment Model (GTEM) is used to analyse the potential of international emissions trading as a mechanism for helping achieve abatement commitments agreed in Kyoto Protocol. The prospect two emission blocs, one consisting European Union eastern Europe other many remaining Annex I regions, also considered. analysis shows that carbon penalty varies significantly across regions when no allowed. aggregate, cost falls with trading. Under assumption bloc higher than full considers impact on developing countries role leakage determining economic impacts regions.
