摘要: Is the US Congress dysfunctional? The American public thinks so: In summer of 2014, just 7% approved strongly (Riffkin 2014). Still, legislative scholars disagree about severity Congress's challenges. deadlock a sign that can no longer identify and resolve major problems? Or are difficulties temporary correctable? this article, I review theoretical empirical literatures on dynamics lawmaking evaluate alternative methods for testing theories. Finally, draw recent research to put contemporary stalemate into historical perspective. argue even when president have reached agreement big issues day, problem-solving capacity appears fallen new lows in years. Whether how well our political system or will self-correct coming years remains an open question.
