摘要: Purpose – The purpose of this article is to re‐appraise the significance Lewin's group dynamics theory empirically in context technology related change local government.Design/methodology/approach paper examines qualitatively management processes five city councils selected for study that have developed eservices. A total 23 face‐to‐face, semi‐structured interviews were conducted with key managers participating councils.Findings present finds Australian are experiencing some degree disconfirmation functions, while still maintain a quasi‐stationary equilibrium state.
