摘要: Abstract Local authorities are important actors to mitigate climate change. They can implement policies which reduce emissions of greenhouse gases in sectors like transport, waste, agriculture and land use, use change forestry (LULUCF). also increase carbon dioxide removals. The European Union Emissions Trading Scheme (EU ETS) is one the most initiatives EU. It a cap trade scheme encompassing almost half European-wide emissions. However, removals associated with local authorities’ responsibilities not included EU ETS. main objective this paper propose an original system, called LETS, designed involve authorities. LETS was then tested applied all mainland Portugal covering single gas (carbon dioxide) LULUCF transport sectors. system proved have necessary conditions be implemented adaptable other country contexts.
